The Holy Quran verse [13:7] Reads:
“And those who disbelieved say, “Why has a sign not been sent down to him from his Lord?” You are only a Warner, and for every people is a Guide.”
But who is the warner, and who is the guide?
Narrated from Ibn Abbas:
When this verse (13:7) was revealed, the Prophet (saww) placed his hand upon his chest and said, “I am the warner” and then moved his hand to the shoulder of Ali (as) and said, “And you are the guide O’Ali. Through you the guided ones will be guided after Me

"And what’s strange, is what Al-Tabari recorded with a reliable (Hassan) chain (Isn'aad) from the path of Sa'eed bin Jubair, from Bin Abbas, who said:
When this verse came down, The Messenger of Allah (s.a.w.a.s) placed his hand on his chest and said: "I am the Warner", and then pointed at Ali, and said: "Oh Ali, you are the guide, and through you shall guidance be attained after me."
And if this is affirmed, then the meaning of this saying is more special than the one after it, and that is about the man from Bani Hashim for example, and this was recorded by Ibn Abi Hatim, and Abdullah Bin Ahmad in Ziyad'at Al-Musnad, and Bin Mardudiyah, from the path of Al-Asadi from Abdull-Khair, from Ali who said: "The guide is a man from Bani Hashim.", and some narrators of this, said: it is (Referring to the man from Bani Hashim) Ali, as if he took it from the narration that was before it. In the source (isn'aad) from both of them are some Shi'a narrators, and even if that was affirmed, the narrators do not oppose his saying."

This is consistent with what Shia texts have to say. In fact, there is an entire chapter from Basair Al Darajaat on this verse being in regards to Imam Ali and the rest of the Imams, in addition to traditions in other books.

It is narrated to us by Ibn Yazeed, from Ibn Abu Umeyr, from Ibn Azina, from Bureyd Al Ijaly,
‘From Abu Ja’far (a.s.) regarding the Words of Allah (azwj) the Exalted: But rather, you are a Warner, and for every people there is a Guide [13:7], he (a.s.) said: ‘Rasool-Allah (saww) is the warner, and during every era there is a guide from us (a.s.) guiding them (people) to what the Prophet (saww) of Allah (azwj) came with. Then the guide from after him (saww) is Ali (a.s.), then the successors (a.s.), one after one’’.
